There are also facilities that dwellers can use to train and increase certain attributes. Now, these facilities won’t just function by themselves, you will have to assign dwellers to make them work. You can assign any dweller to any facility, but each facility works better if the dwellers assigned are high on certain attributes. Now dwellers are not created equal, there are certain dwellers that are better than the other. The Different Legendary Dwellers in Fallout Shelter
Fallout Shelter currently has 23 Legendary Dwellers. According to an article from IGN, Legendary Dwellers would have 40 SPECIAL stat distributed to their attributes and come with outfit and weapon. The weapons and outfit can be removed and equipped to other dwellers. Legendary Dwellers will also start at a high level, which makes them more powerful.

1. Sarah Lyons
Many consider Sarah Lyons as the best Legendary Dweller in the game right now. The main reason for this is that her SPECIAL stat is geared more for combat. She has high Strength and Endurance, as well as decent Perception and Charisma, which are attributes needed for combat. She is also equipped with the Wazer Wifle, which has a 12-17 damage, and the Power Armor. Her only downside is that her Luck and Agility are on the low side.
2. Star Paladin Cross

He is a unit who isn’t built for combat since his Strength is very low. But he has High Perception, Charm, and Luck, making him a good dweller for exploration.
4. Preston Garvey
He is a flexible Legendary Dweller. You can use him as an explorer or as a worker in the shelter. He has high Perception, and Endurance, as well as decent Charisma and Agility. His Minutemen Uniform boosts several attributes, while his Laser Musket has a 10-13 damage.
5. Abraham Washington
This Legendary Dweller is best used inside the shelter. He possesses high Perception and Intelligence, making him a good dweller on rad-away or stimpack production. He also has a decent Luck, which increases the success rate of rushing tasks. He doesn’t wear armor or outfit and his weapon, the Lincoln Reaper, is not that good. It only deals 4-9 damage.
6. Old Longfellow

For combat and exploration, Jericho is your Legendary Dweller. He has high Strength, Endurance, Agility, and Luck. He also wears Heavy Leather Armor, which further increases his Strength and Endurance. His weapon, the Infiltrator, deals 8-13 damage, which gives him a decent amount of firepower. He does have low Charisma and Intelligence, so he is mostly geared for manual labor.
9. Lucas Simms
When you put him on exploration, don’t expect to be lucky in getting lunchboxes and items since he has very low Luck. He does have high Perception and Endurance, as well as decent Strength, Charm, Intelligence, and Agility. This makes him a flexible Legendary Dweller you can put almost anywhere. He uses the Infiltrator weapon and the Sheriff Duster clothes.
10. Piper
She is a well-rounded Legendary Dweller who has high Endurance, Charisma, and Intelligence. Her Strength, Perception, Agility, and Luck are just below decent. But her Piper’s outfit increases the three attributes (except Strength), making her decent in almost everything. She’s a good dweller to perform almost anything.
11. Colonel Autumn
Another well-rounded Legendary Dweller but is best used for exploration and combat. He has very high Intelligence, making him a good fit to produce stimpack and rad-away. But he also has decent Perception, Endurance, Charisma, Agility, and Luck. His strength is just below decent at 4, but the Autumn Uniform increases that, together with his Perception, Endurance, and Charisma. He uses the Smuggler’s End weapon, which deals a decent 7-12 damage.
12. Three Dog
He is a Legendary Dweller that has high Charm and Luck. This makes him a great dweller to attract more dwellers to your shelter. But he also has decent Endurance, Agility, and Intelligence. He doesn’t have a weapon and he wears Three Dog’s Outfit, which further increases his Charm and also his Perception.
13. Scribe Rothschild
Another Legendary Dweller who has high Charisma, which makes him a good dweller to attract new dwellers to your shelter. But unlike Three Dog, he is more well-rounded, making him a good dweller to do almost anything. His armor, Scribe Rothschild’s Robe, further increases his Perception, Endurance, Charm, and Intelligence. He uses the Lone Wanderer weapon, which only has 2-7 damage.
14. Mr. Burke
A Legendary Dweller who has high Intelligence, Luck, and Perception, Mr. Burke is the dweller you need if you want to increase the success rate of rushing certain functions in the shelter. He has decent enough attributes across the board, which allows you to put him everywhere. He has the Lucky Formal Wear, which further increases his Luck. He uses the weak Wild Bill’s Sidearm weapon, which only has 1-6 damage.
15. Moira Brown
Moira is a Legendary Dweller that can perform several roles greatly. She has a high Perception, Charm, and Intelligence. She uses the Expert Jumpsuit armor, which increases her Agility. This makes her a good dweller that can last a long time on explorations. But you have to equip her with a weapon since she doesn’t have her own.
16. Harkness
He is a Legendary Dweller that is built for combat and exploration. He has high Strength and Endurance, and a decent Agility. He uses the Heavy Battle Armor, which further increases his Strength and Endurance. He uses the Infiltrator weapon, which is a decent weapon. You won’t have problems using him as a defender of the shelter or as an explorer.
17. Eulogy Jones
He is another Legendary Dweller with high Luck and Charm. He also has decent attributes, except for his Agility. This makes him a good dweller to be placed in almost every role, except for exploring. He wears the Eulogy Jone’s Suit, which increases Performance, Charm, Intelligence, and Luck. He also has the Blackhawk weapon, which has a 3-8 damage.
18. Elder Lyons
A Legendary Dweller who has very high Intelligence, Charm, and Luck. He is a dweller that is best used to attract more dwellers or create stimpack or rad-away. He wears the Elder Robe, which further increases his Charm and Agility. He uses the Smuggler’s End weapon, which has decent damage.
19. Dr. Li
A Legendary Dweller who is best used inside the laboratory, Dr. Li has very high Intelligence. But she also has decent Perception, Endurance, and Charm, allowing her to perform other functions well. She doesn’t have a weapon and wears the Expert Lab Coat, which further increases her Intelligence.
20. Confessor Cromwell
He is a Legendary Dweller who has high Charm, as well as decent Strength, Endurance, and Intelligence. This gives him the flexibility to excel in certain roles in Fallout Shelter. His outfit, Confessor Cromwell’s Rags, increases his Perception, Endurance, Intelligence, and Luck, making him a more well-rounded dweller.
21. Butch
He is a well-rounded Legendary Dweller, having high Charm and decent Strength, Perception, Endurance, Intelligence, and Agility. 23. Amata
A Legendary Dweller that has high Charm and Agility, and decent Luck, Perception, and Endurance. Amata can be good at everything and her Luck will allow her to increase the success rate of rushes or find treasure when exploring. But you need to equip her with decent armor since she doesn’t have one.
Acquiring Legendary Dwellers
The only way to acquire Legendary Dwellers right now is through the Lunchboxes. And since lunchboxes are based on luck, you will need to open a lot of them to increase your chances of acquiring Legendary Dwellers. You can also choose to spend real money and buy the Legendary Dwellers. But that’s not really advisable, since you can still have a decent shelter, even if you don’t have Legendary Dwellers.
You can choose to create Legendary Babies. But this doesn’t create the actual Legendary Dweller. When you do this, you just pass on the high SPECIAL stats to these babies. They also don’t count towards the acquire Legendary Dweller quest. So this can be an alternative to getting dwellers with high attributes.
